Elderly Care Policy in China: Its Evolutionary Path and Implications on Governance
E"4-2-1" family, which consists of 4 four grandparents, 2 parents (both without siblings), and 1 single child, represents a fundamental characteristic of the Chinese demographic landscape. This demographic structure potentially imposes a significant burden on the provision of elderly care services. In recognition of this challenge, this study explores the historical evolution and development of Chinese elderly healthcare policies since the 1940s. It also undertakes an extensive examination of the current state of affairs in both nursing homes and palliative care centers. Ultimately, this offers policy-oriented recommendations aimed at addressing the evolving landscape of elderly care in China. The findings of this study illuminate the dynamic nature of China's elderly care policies over time and underscore disparities in service quality between nursing homes and care wards.
